Biography
Thayer was a Philadelphia civil engineer and balloon inventor. His scrapbook contains news clippings touching upon Thayer's career as superintendent of Fairmount Park, Brigadier General in the National Guard, and exponent of dirigible balloons for war purposes. Correspondence regarding the proposed site for the monument (1894), improvements to the surrounding site (1896), and a request from the Committee on Entertainment of the Fairmount Park Art Association for permission to hold a water fete on the Schuylkill River opposite the monument on the night of its unveiling (1896).
